I currently receive rental assistance from aspire but they are not a very good place. When I had to move 3 years ago and I couldn't find a place they had me move into a apartment with live squirrels in the walls and then after my first winter there the heat stopped working and the landlord won't fix it. Aspire is aware of this and doesn't do anything but still pays him rent and this is my third winter without heat

That is totally unacceptable living conditions - you should contact your local ASO and talk to them about your housing conditions and see if they can help you out with the HOPWA program.
