If you google your state it should tell you more info. In Missouri I needed to show a Dr my HIV medication with my name on the bottle. Most cannabis friendly states have pot Drs to help get you a med card based on your diagnosis alone.

I did mine online, depending on what dispensaries are near you, some help out. For instance; Rise in Effingham has medicinal and if you go through them to sign up you get like a $200 discount (which pretty much pays for the card. If it's the same; you may call n check with them on the exact dollar amount and discount, it was years ago I got mine)

Wow that's a hard one all doctors are going to charge u I don't know if Ryan White would pay I don't think Medicare or Medicaid would pay for it I would say talk to your primary doctor and see what he got to say what I would say is go to your local weed store and see what they got to say go to more than one maybe they got the answer. Where there's a will there's a way. Wow when I was younger and I was smoking weed I could get a quarter pound for $300 🫠
