Is there a database out there somewhere with my name on it as an HIV positive and if so,where is it and is it accessible to the public? My understanding is that an HIV positive needs to be reported by name, but I can’t find its location.
Yes there is, at the health department, and any doctor you see that has your status. All of them are protected under HIPAA. Otherwise only people that would know are the people you tell. The people you tell, make sure you tell them it's confidential and not to tell others. If they do tell others, they CAN be sued!
If it is , it would be private due to HEPPA Laws.

Also, not everyone is covered under HIPAA. Everyone thinks even private entities are bound by HIPAA and they are NOT! For instance, your employer is NOT bound by HIPAA. HIPAA only covers doctors and insurances and NOBODY else.
