What state states have the best adap and sustainable quality of life for HIV positive youth

I am currently finishing my last year in undergrad in Florida. I am looking at places to go to get a full-time job and finish my grad school. I really want to go to New Orleans but they state politics are terrible. I want somewhere long-term that has good social services and clinics and healthcare infrastructure.
For people that have been living with this for a long time what are the places that are the best in this country?
