It looks like the HASA voucher is just a New York City program. Are you trying to use it to get help with your rent? If you need help with rent, there is also a FEDERAL program that helps with rent called HOPWA (housing opportunities for people with aids). Your medical case manager has to refer you to the program though, it's not something that you yourself can apply for.
