I was paying every month when I received the text on my bill total, turns out those text were from a scammer. And didn't realize any of this until the gas company came and removed my meter , and apparently there is nothing they can do due to the fact I was scammed. So now a full payment of 2500 has to be made before I'm allowed hot water, heat ,

Yes, there is help. Talk to your medical case manager and have them set you up with a HOPWA specialist. Only a medical case manager can do this, it is not something you can do on your own. You have to be referred to them by your medical case manager. HOPWA can help with utilities, and housing. Usually though, this time of year funding is low. Their funding goes from October to September, so the quicker you ask your medical case manager, the better!

You can also go to your local food stamp / EBT office, not sure what it's called now it changes it name so much, but sometimes they can help too.
